Northwest Territories - PNP Program

Northwest Territories PNP: Employer-Driven PR Pathway for Skilled and Semi-Skilled Workers

The Northwest Territories PNP is a territorial nominee program that lets employers in Canada’s North recruit and retain foreign workers, and then nominate them for permanent residence. It is smaller than the programs run by large provinces, but for people who already have, or can secure, a job offer in the territory, it can be a direct and realistic route to Canadian PR.

GIEC Global’s Canada immigration team in Delhi helps candidates and employers understand the program, prepare accurate profiles and follow the correct process from Expression of Interest to permanent residence.

What is the Northwest Territories PNP?

The Northwest Territories Nominee Program (NTNP) is a Canadian immigration program that allows the Northwest Territories (NWT) to nominate skilled workers, international graduates, and businesspeople for permanent residency in Canada. The goal is to help meet the local labour market needs and grow the territory’s economy.

There are four main streams under NTNP:

  1. Employer-Driven Stream – For skilled workers and entry-level/semi-skilled workers with a job offer from an NWT employer.

  2. Express Entry Stream – For candidates in the federal Express Entry system with a job offer in NWT.

  3. Skilled Worker Stream – For professionals with education and experience in high-demand occupations.

  4. Business Stream – For entrepreneurs who want to invest in or start a business in the Northwest Territories.

Benefits of Northwest Territories PNP

  • Pathway to Canadian Permanent Residency

  • No need for high CRS score (if applying through non-Express Entry)

  • Faster processing through provincial nomination

  • Opportunities in less crowded labour markets

  • Business opportunities and investment support

  • Friendly communities and high quality of life

What Has Changed in 2026

1. An Expression of Interest system replaced first-come, first-served.
In late February 2026, the NTNP replaced its old intake model for the Employer-Driven Stream with an EOI system because of high demand. The Employer-Driven and Francophone streams opened for 2026 on March 9. The Francophone and Business streams continue to operate on a first-come, first-served basis.

2. Allocation increased to 300.
IRCC originally allocated 197 nominations for 2026. In August, an extra 103 nomination spaces were added, bringing the total to 300, and an additional draw was held on August 26.

3. Four draws held in 2026.
Draws have been held under the Employer-Driven Stream on March 25, June 25, August 26 and September 25.

4. The next draw is expected in early 2027.
The NWT has indicated the next Employer-Driven Stream draw will take place in early 2027, with the date to be confirmed late in 2026.

5. Faster work permit access for nominees.
Since June 9, 2026, nominees applying for PR from within Canada under a base PNP can apply for a Bridging Open Work Permit earlier, under a temporary federal measure that removes the need to wait for an Acknowledgement of Receipt first.

FAQs

As of 2026, the NTNP has three main streams: Employer-Driven, Francophone, and Business. The Employer-Driven Stream contains three categories: Entry Level/Semi-Skilled Occupations, Skilled Worker, and NWT Express Entry.

A major 2026 change is the introduction of an Expression of Interest (EOI) system for the Employer-Driven Stream. Employers submit the initial registration, while the foreign national completes an EOI profile. Profiles are ranked and selected through scheduled draws.

Yes. NWT Express Entry is one of the categories under the Employer-Driven Stream. Applicants must have an eligible Express Entry profile and meet the requirements of the relevant NTNP category and federal Express Entry program

An Express Entry provincial nomination adds 600 additional CRS points. After receiving a nomination, the candidate accepts it through their Express Entry account before proceeding toward an invitation to apply for permanent residence.

For the current NTNP immigration pathways, applicants generally need either a valid full-time, permanent job offer from an NWT employer or to be prepared to start, purchase or invest in a business in the territory.

The EOI system is the 2026 selection mechanism for the Employer-Driven Stream. Applicants submit profiles that are scored based on factors such as skills, experience, language ability, age, education and connections to the NWT. Higher-ranked profiles may be invited to proceed with an application.

Under the 2026 Employer-Driven EOI system, profiles that are not selected remain in the pool for up to 12 months from the date they were submitted. Applicants approaching expiry are notified and may submit a new profile.

Yes. Applicants outside Canada can apply if they meet the stream requirements, including having a valid full-time, permanent job offer from an NWT employer.

The published Francophone Stream FAQ states a minimum of CLB 5 in French and CLB 4 in English, with language testing required for both languages. Applicants should verify the current stream guidelines before applying because program requirements can change.

The NWT’s 2026 nomination allocation has been updated during the year. The official NWT announcement reported an increase in the allocation to 300 nominations for 2026, while an earlier 2026 announcement had referred to 197 nominations. For website content, use the latest official NWT allocation announcement rather than retaining the earlier figure.
