How to Apply for Australia PR as an Early Childhood Educator from India
Australia has two very different doors for early childhood staff. Choosing the wrong one is the most expensive mistake Indian applicants make.
- If you hold a bachelor level early childhood teaching degree that covers children from birth to five years, your occupation is Early Childhood (Pre-primary School) Teacher, code 241111. It sits on the MLTSSL, so you can apply for permanent residency on points with no employer and no job offer, through the Subclass 189, 190 or 491.
- If you hold an NTT diploma, a Montessori certificate, a Diploma in ECCE or a plain B.Ed, you are almost certainly not 241111. Your realistic options are employer sponsorship as a Child Care Worker on a Subclass 482, or upgrading your qualification first.
- ACECQA, not AITSL, has been the assessing authority for 241111 since 7 December 2024. The fee is AUD 1,100. ACECQA targets 80 calendar days from an assessment ready application. A positive result stays valid for three years.
- ACECQA requires IELTS Academic with 7.0 or more in reading and writing and 8.0 or more in speaking and listening, taken in the last three years. PTE is not on its accepted list for this occupation. This bar is higher than the visa itself.
- Your transcript must evidence 45 days of supervised professional experience, including at least 10 days with children aged birth to under three years.
- Sixty five points gets you into the pool, not out of it. In the August 2026 SkillSelect data, Early Childhood (Pre-primary School) Teacher was the largest single occupation in the Subclass 189 pool with 12,628 expressions of interest waiting.
- Budget roughly AUD 8,000 to AUD 9,000 for a single applicant from IELTS through to visa grant, and allow 12 to 30 months end to end.
In the SkillSelect data published for August 2026, 180,651 expressions of interest were sitting in the Subclass 189 pool awaiting invitation. The single largest occupation in that pool was Early Childhood (Pre-primary School) Teacher, with 12,628 expressions of interest waiting.
For context, the invitation round held on 4 June 2026 issued 10,000 Subclass 189 invitations across every occupation on the list, at a minimum score of 65 points.
So both things are true at once. The Australian labour market genuinely wants early childhood teachers. The migration queue for that occupation is the longest in the country, because thousands of people worldwide read the same shortage headline and lodged an EOI.
The step by step process from India for Early Childhood Educator
- Confirm your occupation code. Check the Skilled Occupation List on the Home Affairs site and confirm ACECQA is named as the assessing authority for the code you intend to nominate.
- Run your qualification through the ACECQA qualifications checker. If it does not appear on the approved list, ACECQA will assess it under the National Quality Framework as part of the same skills assessment. This is called a dual assessment. There is no extra fee, but you will need certified colour copies of your documents.
- Sit IELTS Academic to the ACECQA standard. Book early. Aim for 8.0 in speaking and listening. Results are only accepted for three years, so do not sit it years before you are ready.
- Assemble your documents. Passport identity page, official parchment, official academic transcript covering every year of study, evidence of any name change, the Applicant Declaration and Consent Form, and English evidence. If you use an agent, a Migration Agent Declaration and Consent Form is also required.
- Translate and certify correctly. Documents not in English need both the original and a translation. Certification must be in English, on the front of each page, and completed by a person legally authorised to certify in India. You cannot certify your own documents. Scans must be colour, high resolution, complete to the edges and correctly named.
- Lodge the ACECQA migration skills assessment. AUD 1,100, paid online at the point of submission. ACECQA emails an acknowledgement within 10 working days and targets 80 calendar days from the date your application becomes assessment ready. A missing document pauses that clock. The fee is not refunded if the outcome is negative.
- Sit a visa stage English test. Separate from the ACECQA test. Superior English is worth 20 points, Proficient English is worth 10 and Competent English is worth zero. PTE Academic is accepted here.
- Score your points honestly. Use the points table in the next section. Do not inflate work experience. The Department needs evidence the work was at skilled level in the nominated occupation.
- Submit your Expression of Interest in SkillSelect. You can nominate the Subclass 189, 190 and 491 in the same EOI. An EOI stays active for two years and can be updated at any time before an invitation.
- Apply for state or territory nomination if you are targeting the 190 or 491. Each state runs its own programme, its own occupation list and its own connection requirements. Nomination is a separate application to the state, made in addition to your EOI.
- Lodge the visa within 60 days of your invitation. Add health examinations at a panel clinic, an Indian Police Clearance Certificate from Passport Seva, police certificates from any country you lived in for 12 months or more in the last 10 years, and Form 80 if requested.
- After grant, register to teach. A skills assessment is not registration and it is not a job. See the registration section below.
Educator or teacher? The distinction that decides your entire pathway
In India, the phrase early childhood educator covers a very wide group. It includes an NTT diploma holder running a play school class, a Montessori trained teacher, a graduate with a Diploma in Early Childhood Care and Education, and a B.Ed holder teaching a nursery section. All of them do early childhood work. All of them are educators.
Australia does not treat them as one occupation. The Australian Children's Education and Care Quality Authority, known as ACECQA, is the assessing authority for five separate early childhood migration occupations. Each one sits on a different occupation list and unlocks a different set of visas. Only one gives you a direct points-tested route to permanent residency with no employer involved.

Read that table again before you do anything else. If your qualification cannot reach 241111, no amount of points planning, IELTS coaching or agent fees will produce an independent PR outcome.
The ACECQA standard for 241111
ACECQA assesses an early childhood teaching qualification against five areas. Your application has to clear all five. There is no partial pass and no averaging.
1. Qualification level
Your qualification must be comparable to an Australian bachelor degree that meets the AQF level 7 descriptor. A diploma will not reach this bar, however good it is. Applicants who already hold Australian teacher registration or accreditation are taken to hold the equivalent of a level 7 qualification, including people recognised under the Mutual Recognition Act 1992.
2. Age focus of the qualification
The curriculum and the supervised placements must cover children from birth to five years, including the transition to school. Qualifications covering birth to eight years are preferred. If your qualification spans birth to twelve years, ACECQA will look for demonstrable early childhood specialisation, meaning a significant number of units and a significant block of time genuinely devoted to the early years.
This is where most Indian teaching degrees fail. A qualification aimed at ages six to fourteen does not become an early childhood qualification because you later worked in a preschool.
3. Supervised professional experience
ACECQA requires 45 days of supervised professional experience within the teaching qualification itself. The breakdown matters:
- At least 10 days with children aged birth to under three years, meaning zero to 35 months.
- A significant number of days, typically at least 25 to 30, in early childhood settings with children aged three until they start formal schooling.
- The remaining balance may be with school aged children.
Supervised professional experience means an assessed practicum, teaching practice or field study component that appears on your transcript. On the job experience and unsupervised work experience do not count.
There is a useful concession on the under three requirement. ACECQA will also consider significant work experience with children aged birth to under three, typically three to six months, or completion of an ACECQA approved certificate III or higher early childhood qualification, or relevant non award units.
4. Curriculum content
ACECQA reviews six content areas: child development and care, education and curriculum studies, teaching pedagogies, family and community contexts, history and philosophy of early childhood, and early childhood professional practice. Your transcript and your unit outlines have to show them. Vague course titles are a real risk here, so obtain detailed syllabi from your university before you lodge.
5. English language proficiency
For 241111 ACECQA accepts one of the following:
- One year of full time tertiary or higher education study in Australia, New Zealand, Ireland, Canada, the United Kingdom or the United States of America.
- IELTS Academic with a score of 7.0 or more in reading and 7.0 or more in writing, plus 8.0 or more in speaking and 8.0 or more in listening, taken within the last three years.
- ISLPR teacher focused assessment at Level 4 in all four skills, taken at an approved testing site within the last three years.
- On a case by case basis, a professional reference from an employer in one of the six exempt countries. You must ring ACECQA first to confirm this route is open to you.
Why Indian qualifications commonly fail, and what actually fixes it

The three genuine fixes
1. Evidence what you already have
Many Indian universities record practicum as credits, not days. Write to your registrar and ask for a signed letter confirming the number of supervised placement days, the age group at each placement, the setting and the name of the supervising teacher. This single document rescues more applications than any other action.
2. Use the alternative evidence route for under three days
If your degree covered three to five year olds but not infants, three to six months of documented work with children aged birth to 35 months, or an ACECQA approved certificate III, can satisfy that specific requirement.
3. Add an approved Australian qualification
A Master of Teaching (Early Childhood), a Graduate Diploma in Early Childhood Education or a Bachelor of Early Childhood Education from an ACECQA approved provider resolves level, age focus and practicum in one move.
Confirm the specific course appears on the ACECQA approved list before you accept an offer. Course approval is course specific, not university specific.

A single applicant should budget roughly AUD 8,000 to AUD 9,000 all in, which is broadly INR 4.5 lakh to INR 5 lakh at recent exchange rates.
A couple with one child roughly doubles that. Add agent fees separately if you use one.
What is changing in 2026 and 2027
- Points test reform. The 2026 to 27 Federal Budget confirmed the permanent migration points test will be reformed to favour younger, better educated and more English proficient applicants. The indicated commencement is 1 July 2027, with draft legislation expected by December 2026. Nothing is law yet and the current 65 point pass mark still applies. The Government has said invitations already issued under the current matrix will be honoured.
- Migration Program planning levels. The 2026 to 27 permanent Migration Program remains at 185,000 places, with more than 70 per cent in the Skill stream and a stated onshore preference of 129,590 places. Offshore applicants should read that number carefully.
- Visa charges. Charges rose on 1 July 2026 and are indexed every 1 July. The 189 sits at AUD 6,135 and the 190 and 491 at AUD 6,140 for the main applicant.
- Employer sponsored salary thresholds. The Core Skills Income Threshold rose from AUD 76,515 for nominations lodged from 1 July 2026, to a figure published at approximately AUD 79,500. The Specialist Skills Income Threshold sits near AUD 146,700. Both are indexed annually under regulation 5.42A.
- ACECQA fees. The migration skills assessment is AUD 1,100 and the review is AUD 990 for the 2026 to 27 financial year. ACECQA fees are indexed each 1 July.
