Employer Eligibility Requirements
Employers in the GTA must comply with the following requirements:
Have been in operation for at least three years;
Have a gross income of at least $1,000,000 in the previous fiscal year;
Have at least five full-time permanent staff; and
Have a business in the province of Ontario.
Employers outside of the GTA must comply with the following requirements.
Have been in operation for a minimum of three years;
Have gross revenues of at least $500,000 in the previous fiscal year;
Have at least three full-time permanent staff; and
Have a business in the province of Ontario.
Ontario Business Category
The applicant for the Foreign Worker stream must have the following qualifications:
A full-time work offer in a skilled occupation (listed NOC A, B, or 0) from an approved ON employer.
A minimum of 2 years of work experience in the targeted occupation during the last 5 years.
Employer Pre-Screen Approved Position Form received.
An offered wage that is comparable to the prevailing wage level for the occupation in Ontario.
If the potential nominee lives in Canada, he or she will have legal status.
The following qualifications are required for the Investors stream
Active participation in business management and the creation of at least 5 new jobs for Canadians and permanent residents.
Controlling at least 33.334 percent of the companyโs shares or investing at least $1 million.

Under the International Student category, there are the following options
The masterโs degree program for international students.
For students who have completed or are in the last semester of a Mastersโs degree at a university in Ontario that is qualified.

Ph.D. Graduates from Around the World
There is no requirement for a job offer.
Graduates of publicly financed universities in Ontario who have completed a Ph.D. degree.
International Student Stream
In the last two years, you have graduated (or will soon graduate) from a publicly financed Canadian college or university;
A full-time employment in NOC A, B, or 0 is available.
Employer Pre-screen Approved Position Form received
A wage that is competitive with the average entry-level wage in Ontario.
Legal standing.
The International Ph.D. Graduate stream
Graduates of publicly financed universities in Ontario who have completed a Ph.D. degree.
There is no requirement for a job offer.

Candidates will fill a specific need in the labor market, according to human capital priorities.
