Why Subclass 190 Is the Most Popular Choice for Indians — 189 vs 190 vs 491 Explained
Most Indians applying for Australia PR are choosing Subclass 190 over 189 and 491. Here is a plain English breakdown of all three visas and the real reasons why 190 wins for the majority of Indian applicants.
If you are an Indian professional thinking about moving to Australia on a skilled visa you have almost certainly come across three options: Subclass 189 Subclass 190 and Subclass 491. Each one belongs to Australia’s General Skilled Migration (GSM) program and each one leads to a different outcome. The confusion is real because all three look similar on the surface. They all need a minimum of 65 points. They all go through the SkillSelect system. And they all require a skills assessment before you can even submit an Expression of Interest (EOI).
But when you look at what actually happens after the visa is granted and who actually gets an invitation the differences become very clear. And once you understand those differences it becomes obvious why Indian applicants with realistic point scores keep coming back to Subclass 190 as their best bet for Australia permanent residency. Subclass 189 — The Dream That Is Hard to Reach
The Subclass 189 Skilled Independent Visa is what every Indian applicant dreams about first. It does not need a state sponsor. You do not have to commit to living in one city. Once you get it you are a permanent resident who can live and work anywhere in Australia from day one. It sounds perfect and it is — for the small group of applicants who can actually get an invitation.
Here is the problem. For most popular Indian occupations like software engineering accounting and civil engineering the 189 invitation cut-off has been sitting at 90 to 100 points or higher in recent rounds. Many rounds have passed without a single invitation going out in these occupations at all. As of the 2025 to 2026 program year the 189 quota has effectively been exhausted. The Department of Home Affairs has repositioned 189 as a residual pathway meaning invitations only go out after state-nominated (190) and regional (491) quotas are filled first.
Note- “For Indian IT professionals and engineers sitting at 70 to 80 points the 189 visa is no longer a realistic target in 2026. It requires scores that most applicants simply cannot reach without exceptional circumstances.”— Based on current SkillSelect invitation data
Subclass 190 — Why Indians Are Choosing This One
This is where things get practical. The Subclass 190 Skilled Nominated Visa is a permanent residency visa just like 189 but it requires nomination from an Australian state or territory government. That nomination does two things. First it adds 5 bonus points to your score right away. Second it opens the door to invitation even in highly competitive occupations because states have their own nomination quotas separate from the federal 189 pool.
For an Indian applicant who has 70 points on their own that 5 point boost takes them to 75. In many states and for many occupations that is enough to receive a nomination and then an invitation from the Department of Home Affairs. This is the reason why Subclass 190 has become the most common Australia PR pathway for Indians in 2026.
What You Commit To With 190
The state nomination does come with an obligation. After you arrive in Australia on a 190 visa you are expected to live and work in the nominating state for at least two years. This is not an absolute legal lock but it is a genuine commitment you make as part of the nomination process. Most Indian families find this reasonable because cities like Melbourne Sydney Adelaide Perth and Brisbane all have large Indian communities established schools and strong job markets.
Which States Are Best for Indians on 190
Not every state is equally open. Each state and territory runs its own skilled migration program with its own occupation list and its own priorities. As of 2025 Queensland received a 117 percent increase in its state nomination allocation making it one of the most active states for 190 applications. South Australia has been consistently open to healthcare workers engineers and teachers. Western Australia focuses heavily on trade and technical occupations. New South Wales and Victoria prioritize healthcare STEM and renewable energy but competition is fierce and invitation thresholds are high.
Subclass 491 — A Smart Plan B Worth Taking Seriously
The Subclass 491 Skilled Work Regional Provisional Visa is often misunderstood. Many Indian applicants dismiss it because it is not a permanent visa. That is a mistake worth correcting.
The 491 adds 15 points to your score which is three times the boost you get from 190. This makes it the most accessible entry point for Indian applicants who are still building their points score. It is a provisional visa valid for five years but after you spend three years living and working in a designated regional area of Australia and meet an income threshold you become eligible to apply for Subclass 191 which is a full permanent residency visa.
Regional Australia is not the outback. It includes growing cities like Adelaide Hobart Darwin and Canberra as well as regional hubs in Queensland and New South Wales. Many Indian families who initially planned to stay in regional areas only for the required three years end up building strong roots and choosing to stay permanently.
The 491 is the right move if your points without nomination sit below 70 or if your occupation simply does not appear on the state lists used for 190 nominations. It is a longer path to PR but it is a real path and for many Indians it has become the only realistic way in.

FAQ
You can lodge a single EOI that covers multiple subclasses and multiple states. However you can only lodge one visa application at a time. Once you receive a nomination and an invitation for one subclass you need to decide whether to proceed with that or wait for a different invitation.
Technically no. But in practice having a job offer in the nominating state dramatically improves your chances of getting the state nomination. Many states rank applications by whether the applicant has current employment in that state. For Indian applicants applying offshore a job offer before nomination is a strong advantage.
The minimum to lodge an EOI is 65 points. But 65 points alone will rarely result in an invitation in competitive occupations. Most Indian applicants in IT and accounting need 75 to 85 points to be competitive for 190 depending on the state and occupation. The 65 point minimum is a gate to enter the pool not a guarantee of an invitation.
If your points sit below 70 or your occupation is not on any active 190 state list then 491 is absolutely worth pursuing. The 15 point boost is significant and regional Australia offers a genuine quality of life. Three years in a regional area followed by a Subclass 191 permanent visa is a real and well-travelled path for Indian families.
After you lodge your full visa application processing typically takes 6 to 12 months for decision-ready applications in 2026. The state nomination process before the visa application adds another 6 to 12 weeks on average. Starting your skills assessment and English test as early as possible saves months of waiting time overall.
Yes. You can include your spouse or de facto partner and dependent children in your Subclass 190 application. If your spouse has a skilled occupation on the relevant list and meets English requirements you may also be able to claim additional partner skill points which can boost your overall score before the EOI is submitted.
