Canada Express Entry Changes 2026: High-Wage Job Offer Points and the End of the LMIA Requirement
By the GIEC Global Immigration Team | Updated October 2026
Canada remains one of the most popular permanent residence destinations for skilled workers from India. Its federal points system rewards education, language ability and work experience, and it has given thousands of families a clear route to settle abroad.
The question many applicants are asking right now is simple: what do the new Canada Express Entry rules mean for my profile, and does a job offer finally count again without an LMIA? If you are unsure where you stand, our Canada PR consultant team can review your case before the new rules start.
This guide explains the new high-wage occupation points, the removal of the LMIA requirement for qualifying job offers, how your score will be recalculated, and the practical steps you should take today.
What Has Changed in Canada Express Entry in 2026?
On October 16, 2026, Immigration, Refugees and Citizenship Canada (IRCC) and Immigration Minister Lena Metlege Diab announced a major reform of the Comprehensive Ranking System (CRS). The new rules take effect on November 3, 2026.
IRCC describes the reform as refocusing Express Entry on top talent that drives economic growth. In practical terms, two things are changing at once:
- New points for high-wage occupations. Candidates with eligible Canadian work experience or a qualifying job offer in a designated high-wage occupation can earn additional CRS points.
- No LMIA for qualifying job offers. A Labour Market Impact Assessment is no longer needed for a job offer to earn CRS points or to meet the job offer requirement of the Federal Skilled Worker Program (FSWP) and Federal Skilled Trades Program (FSTP).
Both changes sit inside a brand-new part of the CRS called the Labour Market Integration factor. This factor compares your Canadian work experience points with your job offer points and gives you whichever is higher. The two are never added together.
Why IRCC Made These Changes
Job offer points were removed from the CRS in March 2025, largely because of concerns about fraudulent and purchased LMIAs. That decision closed one loophole but also took away a reward for genuine employer demand.
The 2026 reform brings job offer points back, but only for occupations where the typical Canadian wage is well above average. IRCC has said that limiting points to high-wage jobs makes verification easier, because these roles usually require specialised skills, credentials or experience that officers can check.
How the New Labour Market Integration Factor Works
The Labour Market Integration factor is the heart of the new Canada Express Entry scoring model. You qualify under one of two routes, and IRCC automatically uses the one that gives you more points.
- Canadian work experience route: points for how long you worked in Canada (work-length points) plus extra points if that experience was in a high-wage occupation.
- Qualifying job offer route: points for a valid job offer in a high-wage occupation.
The table below shows the maximum points available under each route, as published by IRCC.
| Score option | With spouse or common-law partner | Without spouse or common-law partner |
|---|---|---|
| Canadian work experience | 140 points (70 work-length + 70 high-wage) | 150 points (80 work-length + 70 high-wage) |
| Qualifying job offer | 100 points | 100 points |
| Overall factor maximum | 140 points | 150 points |
Remember: extra CRS points improve your rank but do not guarantee an Invitation to Apply (ITA). Invitations still depend on the cut-off score and category of each draw.
Work-Length Points for Canadian Experience
Work-length points are the same points IRCC already awards for qualifying Canadian work experience in any TEER 0, 1, 2 or 3 occupation. The eligibility rules for this experience are not changing.
| Canadian work experience | With spouse (max 70) | Without spouse (max 80) |
|---|---|---|
| Less than 1 year | 0 | 0 |
| 1 year | 35 | 40 |
| 2 years | 46 | 53 |
| 3 years | 56 | 64 |
| 4 years | 63 | 72 |
| 5 years or more | 70 | 80 |
Extra High-Wage Occupation Points
On top of work-length points, you can earn extra points if you have at least 12 months (1,560 hours) of qualifying Canadian experience in one or more high-wage occupations. The experience can be continuous or not, full-time or an equal amount of part-time, and can be combined across more than one eligible job.
- 70 points for 12 months in occupations at least twice the average median wage
- 40 points for 12 months combined in occupations at least 1.5 times the average median wage
- 20 points for 12 months combined in occupations at least 1.3 times the average median wage
If you hold two jobs at the same time, IRCC only counts hours up to the full-time equivalent of 30 hours per week. Skills transferability rules stay exactly as they were.
Job Offer Points in Express Entry Are Back: The New 2026 Table
This is the change most applicants have been waiting for. Job offer points return to the CRS, but only for positions in an eligible high-wage occupation. A job offer outside the list earns zero CRS points, even if it is genuine and well paid.
Here is a side-by-side view of how job offer points worked in the past, how they work now, and what changes from November 3, 2026.
| Rule | Before March 25, 2025 (historical) | March 2025 to November 2, 2026 | From November 3, 2026 |
|---|---|---|---|
| Job offer CRS points | 50 or 200 points | 0 points | 50, 70 or 100 points (high-wage jobs only) |
| LMIA needed for points | Generally yes, or a valid LMIA exemption | Not applicable | No |
| Which jobs qualify | Skilled jobs (TEER 0 to 3) | None for points | Only NOCs on the high-wage list |
| Does an LMIA add priority? | Yes, it unlocked points | No | No, it adds no points or priority |
| Combined with work experience? | Yes, separate factors | Not applicable | No, the higher of the two is used |
Under the new structure, a qualifying job offer is worth:
- 100 points for a job in a high-wage occupation with a median wage at least twice the average median wage
- 70 points for a job at least 1.5 times, but less than twice, the average median wage
- 50 points for a job at least 1.3 times, but less than 1.5 times, the average median wage
- 0 points for a job that is not in a high-wage occupation
What Counts as a Qualifying Job Offer?
According to IRCC, a qualifying job offer must generally be for full-time, continuous work in Canada lasting at least one year after you become a permanent resident. Special rules apply to some skilled trades and to physicians providing publicly funded services.
From November 3, 2026, a job offer may be for an existing or a new position, and from an existing or a new employer. If the employer revokes the offer, it stops counting.
What Is a High-Wage Occupation in Canada?
For Express Entry purposes, a high-wage occupation is one where the median wage of everyone in Canada working under that National Occupational Classification (NOC) code is at least 1.3 times the average median wage of the overall Canadian workforce.
This is an important detail that many applicants misread. Your own salary does not decide your level. The NOC code of your job does. A software engineer earning a modest salary still falls under the same level as every other software engineer in Canada.
How IRCC Builds the High-Wage List
IRCC uses data from the Job Bank, the Labour Force Survey and the Census of Population over the last three years. Each NOC is placed at the highest level its median wage reached during that period. The first list takes effect on November 3, 2026 and is based on 2023 to 2025 data.
If the list changes after you receive an ITA, IRCC keeps the level that applied on the date you were invited. That protects candidates whose occupation later moves down or off the list.
Examples of Occupations on the Express Entry High-Wage List
The table below shows a sample of occupations popular with Indian professionals and where they sit on the official list. Always check your exact NOC on the IRCC page before relying on it.
| Level (median wage) | Job offer points | Sample occupations and NOC codes |
|---|---|---|
| At least 2 times | 100 | Financial managers (10010), Human resources managers (10011), Engineering managers (20010), Computer and information systems managers (20012), General practitioners (31102), Lawyers (41101), University professors (41200) |
| At least 1.5 times | 70 | Software engineers and designers (21231), Software developers and programmers (21232), Data scientists (21211), Cybersecurity specialists (21220), Civil engineers (21300), Mechanical engineers (21301), Registered nurses (31301), Pharmacists (31120), Power system electricians (72202) |
| At least 1.3 times | 50 | Financial auditors and accountants (11100), Financial and investment analysts (11101), Human resources professionals (11200), Web developers and programmers (21234), Architects (21200), Industrial electricians (72201), Medical laboratory technologists (32120), Social workers (41300) |
Notice that general roles such as administrative assistants, retail sales staff and cooks are not on the list. Candidates in those jobs keep their usual work-length points but cannot use a job offer to gain new CRS points.
The End of the LMIA Requirement: What It Really Means
The LMIA has long been the most expensive and time-consuming step for employers who wanted to support a foreign worker through Express Entry. From November 3, 2026, that step disappears for qualifying job offers under the Canada Express Entry system.
IRCC has confirmed that:
- You do not need an LMIA for a job offer to count toward program eligibility or CRS points.
- Holding an LMIA will not give you more CRS points or any priority.
- A temporary public policy exempts candidates invited on or after November 3, 2026 from LMIA-related job offer requirements under the FSWP and FSTP, if they meet its conditions.
How IRCC Will Check That a Job Offer Is Genuine
Removing the LMIA does not mean any letter on company letterhead will be accepted. An officer reviews every qualifying offer when you apply for permanent residence. The officer must be satisfied that:
- the employer is actively engaged in the business behind the offer
- the offer reflects the employer's reasonable employment needs
- the employer can meet the terms of the offer
- you are qualified and able to do the job and are likely to accept it
- the employer follows federal and provincial employment and recruitment laws
What the LMIA Change Does Not Cover
This change applies only to Express Entry job offers. It does not remove LMIA requirements for employer-specific work permits in general, and it does not automatically change provincial nominee rules. If you need a work permit to enter Canada before PR, the usual permit rules still apply.
Also note that FSWP and FSTP eligibility job offers are not limited to the high-wage list. A valid offer in any TEER 0 to 3 job can still help you meet program eligibility, even if it earns zero CRS points.
Express Entry Points Changes: Real Examples for Indian Applicants
Numbers make more sense with real profiles. The examples below use IRCC's official tables for candidates without an accompanying spouse. They show only the Labour Market Integration factor, not the full CRS score.
| Profile | Work experience route | Job offer route | Points used |
|---|---|---|---|
| Software engineer (21231), 2 years in Canada, no offer | 53 + 40 = 93 | 0 | 93 |
| Software engineer in India, no Canadian experience, valid Canadian offer | 0 | 70 | 70 |
| Financial manager (10010), 1 year in Canada, valid offer | 40 + 70 = 110 | 100 | 110 |
| Accountant (11100), no Canadian experience, valid offer | 0 | 50 | 50 |
| Retail supervisor, 3 years in Canada, valid offer | 64 + 0 = 64 | 0 (not high-wage) | 64 |
The biggest winners are offshore applicants in India who secure a genuine offer in a listed occupation. Until now they had no way to earn job offer points at all. For them, a 50 to 100 point boost can be the difference between waiting in the pool and receiving an ITA.
To estimate your full score, try our Canada PR points calculator. If you only need to check FSWP eligibility on the 67-point grid, the Federal Skilled Worker points calculator will help.
What Happens to Existing Profiles in the Express Entry Pool?
If you already have a profile, you do not need to create a new one. IRCC will automatically recalculate CRS scores, including the new Canadian work experience points, once the changes take effect.
IRCC has said this recalculation could take up to two weeks, and it will pause invitation rounds until the work is complete. Expect a short gap in draws in early November 2026.
The Job Offer Profile Update You Must Not Miss
Job offer points are not added automatically. Candidates who want them must update their profiles with the required job offer details before November 3, 2026.
There is a technical catch. IRCC has explained that its online system will not yet reflect the new rule on November 3. Under "Work history", you will still be asked whether a positive LMIA was issued. IRCC's own instructions tell candidates without an LMIA to answer "Yes" and enter placeholder values: LMIA number 00000, issue date 2026-01-01 and expiry date 2029-01-01. Follow the official page exactly and keep a copy of these instructions with your file.
Canada PR Process Under the New Rules: Step-by-Step
The overall Canada PR process does not change, but your preparation should. Use these steps to position your profile for the new system:
- Confirm your NOC code. Match your actual duties to the NOC 2021 description. Your level on the high-wage list depends entirely on this code.
- Check the high-wage list. See whether your occupation sits at the 2x, 1.5x or 1.3x level, or not at all.
- Get your Educational Credential Assessment (ECA). Required for foreign degrees under the FSWP.
- Take an approved language test. IELTS General, CELPIP or PTE Core for English, or TEF/TCF for French. Strong scores remain one of the easiest ways to raise your CRS.
- Secure a genuine job offer if possible. Focus on employers hiring in listed occupations. Ask for a detailed offer letter covering duties, salary, hours and duration.
- Create or update your Express Entry profile. Add job offer details before November 3, 2026 if you want those points counted from the start.
- Watch draws and provincial streams. Track general, category-based and PNP-aligned draws. A Canada PNP nomination still adds 600 CRS points.
- Prepare documents early. Police certificates, medicals, proof of funds and employer reference letters often take the longest.
- Apply within the deadline after an ITA. Submit a complete, consistent application, including proof that your job offer is genuine.

Benefits and Challenges of the 2026 Express Entry Reform
Key Benefits
- Lower employer cost and effort. Employers no longer need to fund and wait for an LMIA to support a candidate's PR.
- Offshore applicants can compete. Professionals in India with a qualifying offer can now earn up to 100 extra points.
- Canadian experience is valued more. Workers already in Canada in high-wage roles can earn up to 150 points under the new factor.
- Clearer target list. Applicants know exactly which NOC codes attract points.
Key Challenges
- Narrower job offer eligibility. Many common occupations earn no job offer points at all.
- Stricter officer review. Genuineness checks now carry the full weight that the LMIA used to share.
- No stacking. You cannot add job offer points on top of Canadian experience points.
- Short-term draw pause. Invitation rounds stop while IRCC recalculates scores.
- Fraud risk. Removing the LMIA may attract fake job offer sellers, so applicants must be careful.
Common Mistakes to Avoid With the New Express Entry Rules
These are the errors we expect to see most often in the months after November 3, 2026:
- Using salary instead of NOC. A high personal salary does not make a job high-wage. Only the NOC level matters.
- Choosing the wrong NOC to chase points. Claiming a higher-level code that does not match your real duties is misrepresentation and can lead to a five-year ban.
- Paying for a job offer. Buying an offer is illegal and IRCC officers are trained to spot it.
- Missing the profile update. Job offer points will not appear unless you add the details correctly.
- Assuming work permits no longer need an LMIA. The change applies to Express Entry offers only.
- Ignoring language scores. English and French results still drive a large share of your CRS.
- Expecting points to equal an ITA. Draw cut-offs can still sit above your new score.
Why Speak With a Canada PR Consultant Now?
The new rules reward precise preparation. A small error in your NOC selection, job offer letter or profile entry can cost you points or, worse, lead to a refusal for misrepresentation.
An experienced Canada PR consultancy can help you:
- map your duties to the correct NOC and confirm its high-wage level
- calculate your realistic CRS score under both Labour Market Integration routes
- review job offer letters so they meet IRCC's genuineness checks
- update your profile correctly before November 3, 2026
- combine Express Entry with provincial programs such as the Ontario PNP or Alberta PNP

What's Next for Canada Express Entry After November 2026?
The high-wage list is built from three years of wage data, so expect IRCC to refresh it over time. Occupations may move up, down or off the list as wages change.
Category-based draws for groups such as French speakers, healthcare workers and trades are likely to continue alongside the new points. Watching which categories IRCC targets will remain an important part of any strategy.
For Indian students thinking long term, studying and working in a listed occupation in Canada now offers a double benefit: Canadian experience points plus high-wage points. Our guides on studying in Canada and working in Canada explain those routes.
Conclusion: Is the New Canada Express Entry System Good News for You?
The 2026 Canada Express Entry reform is one of the most significant changes to the CRS in years. Job offer points are back, the LMIA is gone for qualifying offers, and high-wage Canadian experience is rewarded more than ever.
For professionals in listed occupations such as software engineering, nursing, finance and engineering, this is a real opportunity. For others, the path still runs through strong language scores, Canadian experience and provincial nomination.
The most important date is November 3, 2026. Check your NOC, update your profile, and get expert advice before the deadline passes. Speak to a GIEC Global Canada PR consultant today for a free, honest assessment of your profile.
Frequently Asked Questions About Canada Express Entry Changes 2026
What are the new Express Entry changes in Canada?
From November 3, 2026, IRCC adds a Labour Market Integration factor to the CRS. Candidates can earn extra points for Canadian work experience in high-wage occupations or for a qualifying job offer in a high-wage occupation. A qualifying job offer no longer needs an LMIA to earn points or to meet FSWP and FSTP job offer requirements.
When do the Express Entry changes take effect?
The changes were announced on October 16, 2026 and take effect on November 3, 2026. IRCC will recalculate existing profiles at that time, which may take up to two weeks. Invitation rounds will be paused during the recalculation and will resume once it is complete.
How many points is a job offer worth in Express Entry now?
A qualifying job offer is worth 100 points if the occupation's median wage is at least twice the national average median wage, 70 points at 1.5 times, and 50 points at 1.3 times. A job offer in an occupation that is not on the high-wage list earns zero CRS points.
Do I still need an LMIA for an Express Entry job offer?
No. From November 3, 2026, an LMIA is not required for a qualifying job offer to earn CRS points or to meet program eligibility. Having an LMIA will not add points or priority. However, an IRCC officer will still assess whether the job offer is genuine.
What is a high-wage occupation in Canada?
For Express Entry, a high-wage occupation is a NOC code where the median wage of all workers in Canada in that job is at least 1.3 times the average median wage of the whole workforce. It is based on the occupation as a whole, not on your personal salary.
Is software engineering on the Express Entry high-wage list?
Yes. Software engineers and designers (NOC 21231) and software developers and programmers (NOC 21232) sit at the 1.5 times level. A qualifying job offer in these roles can earn 70 CRS points, and 12 months of Canadian experience can earn 40 extra high-wage points.
Can I get points for both a job offer and Canadian work experience?
No. IRCC compares the points from your Canadian work experience route with the points from your job offer route and uses whichever is higher. The two are not combined. The maximum for this factor is 150 points without a spouse and 140 with a spouse.
Will my existing Express Entry profile be updated automatically?
Your CRS score, including Canadian work experience points, will be recalculated automatically. Job offer points are different. You must add the required job offer details to your profile, ideally before November 3, 2026, for those points to be considered. Check your score after the recalculation.
How do I enter a job offer without an LMIA in my profile?
IRCC says its online system will not yet reflect the change. Under Work history, you answer Yes to the positive LMIA question and enter placeholder details: LMIA number 00000, issue date 2026-01-01 and expiry date 2029-01-01. Always follow the latest instructions on the official IRCC page.
Can an Indian applicant without Canadian experience benefit?
Yes. This is one of the biggest wins of the reform. An applicant in India with a genuine job offer in a high-wage occupation can earn 50, 70 or 100 CRS points without the employer needing an LMIA. The offer must be full-time and continuous for at least one year after PR.
Does the LMIA removal apply to work permits?
No. The change applies only to job offers used for Express Entry CRS points and FSWP or FSTP eligibility. Employer-specific work permits generally still require an LMIA or a valid LMIA exemption. Provincial nominee program rules are also not changed automatically.
What is the Canada PR points calculator out of 100?
The out-of-100 calculator usually refers to the Federal Skilled Worker eligibility grid, which is scored out of 100 with a pass mark of 67. It is different from the CRS, which ranks candidates out of 1,200. You must pass the 67-point grid first, then compete on CRS.
Are electricians eligible for the new high-wage points?
Some are. Power system electricians (NOC 72202) sit at the 1.5 times level and earn 70 job offer points, while industrial electricians (NOC 72201) sit at the 1.3 times level and earn 50. Check your exact NOC code on the IRCC high-wage list before claiming points.
Are registered nurses on the high-wage list?
Yes. Registered nurses and registered psychiatric nurses (NOC 31301) are at the 1.5 times level, so a qualifying job offer earns 70 points. Nurse practitioners (NOC 31302) are at the higher 2 times level, worth 100 points for a qualifying job offer.
What happens if my occupation is removed from the list later?
If IRCC updates the high-wage list after you receive an Invitation to Apply, it keeps using the level that applied on the date you were invited. This protects you if your occupation moves down a level or is removed from the list after your ITA.
Is Canada rejecting 80% of Indian visas?
No official figure supports an 80% rejection rate for all Indian visas. Reuters reported, using IRCC data, that about 74% of Indian study permit applications were refused in August 2025. That figure relates to study permits, not Express Entry permanent residence applications.
Who are the top 3 immigrant groups in Canada?
As per IRCC admission data in recent years, India has been the leading source country for new permanent residents, followed by countries such as China and the Philippines. Rankings can change from year to year, so check the latest IRCC figures for current data.
Are babies born in Canada automatically citizens?
Generally yes. A child born on Canadian soil is usually a Canadian citizen by birth, even if the parents are temporary residents. The main exception is children born to foreign diplomats or representatives of foreign governments working in Canada. Citizenship by descent rules for children born abroad are separate.
Do Express Entry changes guarantee an ITA?
No. Extra CRS points improve your rank in the pool, but invitations still depend on each draw's cut-off score and category. Strong language results, education and provincial nomination remain important parts of a competitive Canada Express Entry profile, so keep improving them.
