Employer Eligibility Requirements
Employers in the GTA must comply with the following requirements:
Have been in operation for at least three years;
Have a gross income of at least $1,000,000 in the previous fiscal year;
Have at least five full-time permanent staff; and
Have a business in the province of Ontario.
Employers outside of the GTA must comply with the following requirements.
Have been in operation for a minimum of three years;
Have gross revenues of at least $500,000 in the previous fiscal year;
Have at least three full-time permanent staff; and
Have a business in the province of Ontario.
Ontario Business Category
The applicant for the Foreign Worker stream must have the following qualifications:
A full-time work offer in a skilled occupation (listed NOC A, B, or 0) from an approved ON employer.
A minimum of 2 years of work experience in the targeted occupation during the last 5 years.
Employer Pre-Screen Approved Position Form received.
An offered wage that is comparable to the prevailing wage level for the occupation in Ontario.
If the potential nominee lives in Canada, he or she will have legal status.
The following qualifications are required for the Investors stream
Active participation in business management and the creation of at least 5 new jobs for Canadians and permanent residents.
Controlling at least 33.334 percent of the company’s shares or investing at least $1 million.

Graduates of publicly financed universities in Ontario who have completed a Ph.D. degree.
There is no requirement for a job offer.

For students who have completed or are in the last semester of a Masters’s degree at a university in Ontario that is qualified.
Candidates will fill a specific need in the labor market, according to human capital priorities.

The program is officially called the Ontario Immigrant Nominee Program (OINP). Ontario redesigned the program in 2026, replacing the former stream structure with new pathways designed to target provincial labour-market needs.
Ontario introduced the first phase of an OINP redesign in June 2026. The changes removed the former eight streams and introduced the Ontario Workforce Priority Stream, which has pathways for candidates with Ontario job offers across NOC TEER categories and for certain self-employed physicians.
The Ontario Workforce Priority Stream is a new OINP pathway introduced as part of the 2026 redesign. It includes pathways for internationally trained workers with eligible Ontario job offers across TEER 0–3 occupations, as well as pathways for self-employed physicians.
Ontario opened the Expression of Interest (EOI) portal for the Ontario Workforce Priority Stream on August 4, 2026. Candidates and employers are required to review the applicable eligibility criteria before registering an EOI.
